Half the leadership of Libya's Western-backed Transitional National Council (TNC) arrived in Tripoli on Thursday according to the German Press Agency dpa. Jubilant onlookers greeted the convoy carrying the officials from what is effectively the political arm of the rebel forces fighting to overthrow the government of Moamer Gaddafi. "At last we are here," said the council's oil minister Ali al-Tarhuni, describing their arrival as an "historic moment". Initial consultations in the capital would focus on improving the security situation , al-Tarhuni told dpa. "We don't need more troops, but better organization," he said. Al-Tarhuni was travelling in the company of the ministers of justice, communication, information and health.
