The European Union says it will help Libya's transitional administration carry out necessary reforms "in the months and years ahead." EU spokesman Michael Mann said Monday that Libya is at the beginning of a long process of transition.. Mann called on Moammar Gaddafi to relinquish power immediately to avoid further bloodshed.
