Three civilians were killed and 16 injured Wednesday when a suicide bomber on a bicycle blew himself up in northern Afghanistan, a government spokesman said Wednesday, according to dpa. The attack happened in Mazar-e Sharif, capital of relatively peaceful Balkh province. Mazar-e Sharif is one of seven cities and provinces where international forces are set to hand over security responsibility to their Afghan counterparts this month. The handover for the city was scheduled for Saturday.
