The White House on Tuesday said that U.S. President Barack Obama will deliver a speech on the U.S. drawdown in Afghanistan from the White House on Wednesday. White House Press Secretary Jay Carney would not provide details of the president's speech, but did say that Obama has already decided on the terms of the announcement. “This is about the implementation of a strategy,” he said. “The president will make the decision that he thinks is the right decision as commander in chief.” The decision, Carney said, was also made by constant consultation with members of Congress, saying the White House “made a particular effort” to engage with lawmakers on the issue. The president, he said, “greatly appreciates and values” Congress' input.
