Westerwelle and Aid Minister Dirk Niebel were to meet with Prime Minister Ahmad Muhammad Shafiq and opposition figures including bloggers and the former International Atomic Energy Agency head Mohammed El Baradei. Aides quoted Westerwelle saying, "After the successful start of the revolution, we want to show that we support the process of change."
