Ali Al-Sabah stressed confidence in the Saudi partners' determination to make the event a success.
He also congratulated the Saudi people on the return of the Custodian of the Two Holy Mosques King Abdullah bin Abdulaziz Al Saud to his homeland soon in better health.
The forum comes as the State of Kuwait marks the 50th Anniversary of its Independence, the 20th Anniversary of Liberation and the 5th Anniversary of the Amir's Assumption of Power.
