Awwal 11, 1432 H/Feb 14, 2011, SPA -- Frank Spisak, a serial killer who dreamed of igniting a race war, is scheduled to be executed this week in Ohio, according to UPI. Gov. John Kasich denied clemency Friday, accepting the unanimous recommendation of the parole board and clearing the way for a lethal injection at 10 a.m. Thursday at the Southern Ohio Correctional Facility at Lucasville, The Dayton Daily News reported. Over six months in 1982, Spisak, now 59, killed three men, wounded a fourth and shot at a woman. Most of the attacks occurred on the Cleveland State University campus. Known as "Frances Anne," he was a cross-dressing Hitler fan who intended to go on "hunting parties" to kill blacks. Federal Public Defender Alan Rossman said Spisak has been diagnosed as bipolar and is heavily medicated with lithium. "Spisak is no threat to anyone now that he's properly medicated," he said. "It is easy to hate people who are mentally ill, and it's easy to kill people we label as evil."
