Faisal, was formed with the aim to approve studies and follow-up the implementation of developmental projects in Jeddah Province. The committee, composed of the ministers of Municipal and Rural Affairs, Finance, Water and Electricity and Transport, will be assigned to decide about winners of bids, an exception of the government procurement and competition system. The governmental authorities concerned were assigned to immediately form sub-committees to count the losses and make compensation estimates for the affected people. The governmental relevant bodies should be on top alert to deal with the emergency cases and provide human and material support for civil defense to enable its teams provide adequate relief work and provide satisfactory accommodation and shelter for the needy. The branch committee will undertake the task of selecting renowned international consultative company or companies specialized in flood and rain drainage to make designs for Jeddah Province drainage system. The proposed projects should be presented for Internatioanl bidding. The branch committee will have the right to form ad hoc committees and task teams and seek international expertise to follow-up the implementation of the rain and flood drainage projects and provide the Second Deputy Premier and Minister of Interior, the Supervisor of the Ministerial Committee, with periodical reports on the situation. A specialized consultative authority will be assigned to start, within one month, expropriation of the properties located in areas described as repeatedly subject to flood mainstream flows.
