Philippine police dismissed Thursday an officer who was caught on video while allegedly torturing a crime suspect last year, a police spokesman said, according to dpa. Senior Inspector Joselito Binayug would not receive a pension and other benefits as a result of his dismissal, Chief Superintendent Agrimero Cruz said. The video, believed to have been recorded on a mobile phone, shows a naked man lying on a concrete floor, apparently in pain, as the officer suspected to be Binayug pulled a string tied to the victim's genitals. The man was also seen hitting the victim in the abdomen and face with a whip. Binayug has denied that he is the perpetrator, but the officer on the video looks like him. The decision to dismiss him did not state categorically that it was Binayug in the video. Cruz said Binayug's dismissal showed that the police will not tolerate abuses perpetrated by its own officers. "This is just a proof that we do not tolerate wrongdoings in the organization, especially issues involving violations of human rights," he said. "Infractions within the police will be dealt with the full force of the law." Binayug is still facing criminal charges in connection with the incident despite his dismissal from service, Cruz said.
