North Korea has proposed dialogue with South Korea to defuse high tension on the Korean peninsula, according to AP. North Korea's government, political parties and other organizations issued a statement Wednesday calling for an «unconditional and early opening of talks.» Both Seoul and Pyongyang have given recent indications that peace talks are possible, even after weeks of warlike rhetoric and military drills by both countries.
