Dhabi Declaration, thus, has recommended taking serious and speedy steps towards a long-term comprehensive Gulf strategy for water that should be adopted by the GCC Supreme Council, rationalizing water consumption, noting the mutual effects between agriculture and water sectors, noting the potential effects of the desalination processes and activities on the type of sea water and its live wealth and on climate change, noting the water strategic storage, linking water security with energy sources and food security diversification, seriously and efficiently dealing with global environmental performance and the carbonic stamp index to improve the profile of the GCC countries in the field of water, energy, type of artisan water and water scarcity, putting national or regional considerations to curb the surge of carbonic stamp in the sector of energy and water production, encouraging the efforts aiming at diversifying energy sources and support research and development in the field of renewable energy and water production, enacting legislations, regulations and frameworks that guarantee the enhancement of the efficiency of water and energy and rationalize their consumption, emphasizing the rationalization of water, developing the standards of businesses specialized in the field of designing and establishing desalination stations and water networks to upgrade the efficiency and alleviate the environmental effects and curb the leakage and depletion of water according to international standards of water production and rationalization, conducting comprehensive review for agricultural development in the GCC countries, encouraging researches and usage of agricultural high-level technologies, developing a system to monitor the quantity and quality of water to enable us take pre-emptive measures to improve the management of artesian water, reprocessing water for using it as a key element in achieving and enhancing water security, encouraging the usage of re-processed drainage water in agriculture, industry and gardening, and developing national manpower working in the field of integrated management for water. Had we followed the above steps, we could achieve strategic privileges that contribute to the long-term water and energy security, significant economic privilege, adapt ourselves to modern technology, build a knowledge economy, contribute to protection of environment and guarantee a sustainable development, improve the profile of the GCC countries in the global environmental indices.
