Ivory Coast's Constitutional Council spokesman declared Friday that the incumbent President Laurent Gbagbo is the winner of the disputed election against the opposition leader Alassane Ouattara. He added that new results released Friday chucked out some 500,000 ballots from Ouattara strongholds, representing almost a tenth of all the ballots cast, in order to put Gbagbo on top with 51.4 percent compared to 49 percent to Ouattara.
