The U.S. Navy said it was providing humanitarian supplies to passengers aboard a powerless boat off the coast of Somalia on Monday when the vessel suddenly overturned, killing at least 13 passengers and leaving at least eight missing. The Navy said the boat was found adrift in the Gulf of Aden on Sunday with about 10 Somalis and 75 Ethiopians aboard. The USS Winston Churchill, a Navy warship assigned to anti-piracy operations, was unable to restart the boat's engine and towed it toward the Somali coast. The following morning, Navy personnel said they were transferring humanitarian supplies to the boat when the passengers rushed to one side, capsizing the vessel and putting all 85 passengers into the water.
