Moldova's Parliament has decided that a referendum will be held Sept. 5 on whether to elect the country's president by popular vote, according to AP. The decision was adopted late Wednesday by lawmakers from the pro-European alliance, which has been in office since last year. The referendum is meant to free Moldova from the political deadlock that arose when Parliament twice failed to elect a new president. As a result, Parliament has to be dissolved after June 16 and new early elections have to be called. In the referendum, voters will be asked whether they agree that the Constitution has to be changed to allow the election of the country's president by popular vote.
