The Governorate of Makkah Province and the Ministry of Municipal and Rural Affairs should remove soil embankments surrounding the land in the valleys and streams. 4 - The Ministry of Water and Electricity should deal with the situation of drainage sewage lake and eliminate it completely within a year of issuance of the order. 5 - Stop the application of grants, sales, compensation and ownership deeds in the land of flood streams and valleys. Thirdly: 1 - The Ministry of Justice should issue an integrated regulation of documentation including the necessary conditions of notaries and other documenters as well their authorities and responsibilities, job procedures, and ways of accountability and punishment for their violations. 2 - The Ministry of Justice and Ministry of Municipal and Rural Affairs should coordinate about issuing a regulation governing the ownership and real estate grants to avoid the previous negative aspects which have led to the infringement on ownership of land and its illegal ownership in violation of regulations and instructions. 3 - Implementation of clause 3 of the Cabinet's decision No. 151 dated 04/05/1428 H that King Abdulaziz City for Science and Technology, The Saudi Geological Survey, and Presidency of Meteorology and Environment should prepare studies on the areas vulnerable to flooding, which should include all provinces of the Kingdom and should benefit from them in dealing with situations of valleys and streams on an urgent basis. 4 - The Commission of Experts affiliated with the Cabinet should develop regulations of control, monitoring and internal control units so that they can perform their assigned tasks and it can ask assistance from specialized expert firms at home and abroad. 5 - The Supreme Council of Civil Defense of Ministry of Interior should assess the management of events and the response from the concerned authorities and benefit from them in the future in the Kingdom. --More
