King Issues Royal Decree

The following Royal Decree was issued today by the Custodian of the Two Holy Mosques, King Abdullah bin Abdulaziz.
After reviewing the Basic Rule System issued by the Royal Decree number A-90, on 27/08/1412H, and the two Royal Decrees number A-191, dated 13/12/1439H pertaining to formation of an investigation and fact finding committee as regards Jeddah flash floods disaster, number 2/4298 dated 01/04/1431H about the formation of a Higher Committee under the chairmanship of the Second Deputy Premier and Interior Minister, and membership of Minister of Municipal and Rural Affairs; Minister of Justice; Minister of Finance; Minister of Transport, Minister of Water and Electricity; President of The Court of Grievances; President of The General Auditing Bureau, and President of Control and Investigation Board to study the report of the investigation and fact finding committee and to submit its results and recommendations.
And after reading the cable of Second Deputy Premier and Interior Minister number 30062, dated 11-12/05/1431H enclosed with the minutes of the mentioned higher committee, taking into account our responsibility towards the country, citizens and residents as well as the teachings of the Holy Quran which says 'We did indeed offer the trust to the heavens in the earth and the mountains, but they refused to undertake it being afraid thereof: but man undertook it : he was indeed unjust and foolish, (S-33 V-72) and the Sunnah (the Prophet's teachings)
which says : All of you are guardians and responsible for your wards, and the things under your care' taking into account the stoutness of this calamity and its repercussions to get acquainted with facts so as to severely punish all those proved to be involved in this painful calamity; We do not fear blame of anyone as our creed, country and citizens are the most precious ones for preservation and care as well as we are determined to shoulder our responsibility before Allah Almighty and to straighten matters right for the nation, citizens and expatriates, and to alleviate the grief of the innocent victims and to honor the martyrs (May the mercy of Allah Almighty on them), as well as to deepen standards of justice and the right, and in the light of the general interest, we have ordered the following:
Firstly:
1- All the accused in this case are to be referred to the Control and Investigation Board and the Saudi Commission for investigation and prosecution according to their specialties after the completion of the procedures by the concerned criminal investigations and in line with the articles 24, 27 and 28 of the system of penal procedures and to complete the specified procedures taking into account the importance of immediate response.
2 - Completion of investigation with the rest of those whose names appeared in the report, or those whose hearings are required, or those who may be summoned for investigation in Jeddah flash flood disaster by the concerned authorities at the interior ministry.
3- Sorting out independent papers for all those whose names appeared in the investigation and have no direct relation with the disaster and referring them to the concerned investigation authorities.
Secondly:
1- The ministry of municipal and rural affairs will undertake opening and extending the three channels of drainage to the valleys eastward and extension of the eastern channel to Sharm Abhor.
2- The Governorate of Makkah province and the ministry of municipal and rural affairs will undertake the responsibility of flushing out all obstacles that blocks water passages and the existing bridges either by open channels or the covered ones.
