qualified countries, and proposals on appropriate solutions for this issue, the cabinet approved a number of measures including the following: 1\ continued expansion of specialized medical services at the hospitals of the Ministry of Health and other governmental health sectors so that they are not concentrated in major cities. 2\ the Council of Cooperative Health Insurance shall study the possibility of requiring citizens traveling abroad to obtain health insurance that can be implemented in the destination country and submit the results according to regular procedures. 3\ Saudi missions abroad shall continue their role in guiding and educating citizens who come to them for information on outstanding hospitals and qualified doctors, and make clear that the kingdom's missions shall not pay for their treatment or issue guarantees for their treatment unless directed to do so by the concerned authorities in Saudi Arabia in accordance with the instructions governing this issue.
