They also viewed a message to Sheikh Sabah from King Juan Carlos on diplomatic efforts aimed at pushing forward negotiations between the GCC (Gulf Cooperation Council) and the EU (European Union) over the free trade agreement. The cabinet, on the other hand, approved draft laws on manpower exchange agreement between Kuwait and Ethiopia, forming a committee between governments of Kuwait and Italy, as well as a trade cooperation MoU (Memorandum of Understanding) between Kuwait and Canada. It also approved a military cooperation MoU with the government of Turkey, and a draft agreement between Kuwait and Singapore over encouraging and protecting joint investments. --SPA
