Arab delegates to the United Nations on Tuesday distributed a draft resolution that, if adopted, would require U.N. Secretary-General Ban Ki-moon to refer the Goldstone Report on the Gaza conflict to the Security Council. The 192-member General Assembly will discuss and vote on the draft resolution at a special session on Wednesday. The draft resolution says the assembly "requests the Secretary-General to transmit the report ... to the Security Council." The draft also calls on Ban Ki-moon to report back to the assembly within three months on implementation of the resolution.
