The Flood Control and Drought Relief Headquarters in China's southernmost province, Hainan, on Monday ordered all fishing vessels to return to harbor, and departments to put in place flood control measures, as tropical storm Kestana approached, Xinhua reported. The province's meteorological station monitored the storm at 15.6 degrees north latitude and 117.1 degrees east longitude at 8:00 a.m. Sunday, and said it had strong winds of 90 km an hour at its eye. It said Kestana, the 16th storm to hit China this year, turned into a strong tropical storm at 5:00 a.m. Sunday, after causing a disaster in the Philippines, leaving at least 51 people dead. It is moving at a speed of 20 km an hour northwestward on the South China Sea. Kestana's northern section may pass across the southern island on Tuesday.
