The United States and Mexico are “winning” a war against drug cartels that operate across the two countries' border, U.S. Homeland Security Secretary Janet Napolitano said Tuesday. “We are not only fighting this fight, but we are winning it,” Napolitano, a former governor of border state Arizona, told members of the Southwest Border Task Force meeting in the border city of El Paso, Texas. Noting that drug seizures since the beginning of the year had totaled 1,000 tons, Napolitano said the United States now has a “unique opportunity to break up these cartels.”
