A Philippine official says the government has agreed to free two rebels in an effort to resume long-stalled peace talks. Presidential peace process adviser Avelino Razon Jr. also pledged Monday not to arrest two other rebels so the four can join a planned Aug. 28 peace negotiation session in Norway. Talks collapsed in 2004 after the New People's Army blamed the government for its inclusion on U.S. and European lists of terrorist organizations, according to a report of the Associated Press.
