Russia is to operate a second military base in a highlands area of the former Soviet republic of Kyrgyzstan near the border with China, the Interfax news agency reported Saturday, according to dpa. It quoted an official of the administration of Russian President Dmitry Medvedev as saying agreement had been reached during talks in the Kyrgyzstan spa town of Cholponata. Russia already has a base near the Kyrgyzstan capital Bishkek. The US also has a base near Bishkek which is uses for supplying forces in Afghanistan.
