An adviser to Georgian President Mikhail Saakashvili says he will announce a series of democratic reforms, just before a visit by U.S. Vice President Joe Biden. In a speech to Parliament Monday, Saakashvili is expected to propose elections for mayors and other local officials, as well as reforms that will give the opposition more access to state-run television, the adviser was quoted as saying by the Associated Press. Biden is scheduled to arrive in Georgia Wednesday for two days of meetings and talks.
