Kenya's post-election crisis mediator Kofi Annan said on Thursday he had handed a sealed envelope with the names of top suspects behind violence that followed the vote to the International Criminal Court's prosecutor, according to Reuters. The ICC has vowed to try perpetrators of the worst bloodletting in Kenya's post-independence history -- in which at least 1,300 people died and 300,000 were uprooted in early 2008 -- if Nairobi fails to establish its own local court.
