Qirbi reiterated that the Yemeni government is aware of the sufferings of its citizens caused by the financial, economic and administrative reforms in addition to its meager resources which have been further aggravated by the global economic crisis. Dr Al-Qirbi said 70 percent of Yemen's revenues come from oil, adding that oil production in the country has declined by more than 40 percent, while the prices have been declined by about 60 percent. "These developments have had an adverse impact on the development and investment programs in Yemen and have impeded the ongoing efforts to improve the income of the citizens or finance development programs". He said that the terror elements will exploit these circumstances for enhancing disunity among the Yemenis. Dr Al-Qirbi extended an invitation to the GCC Foreign Ministers to hold a joint meeting in Yemen in 2010. Later, a closed door session was held by the GCC Foreign Ministers and their Yemeni counterpart.
