Kosovo Post-Telecom company (PTK) will be the fourth mobile operator in Albania, the country's parliament decided today, according to dpa. The Albanian parliament passed a draft law giving PTK a 15 year license. The PTK paid 7.2 million euros (9.3 million dollars) for the licence. So far it is unknown when the service will be launched. Kosovo, a former part of Yugoslavia and then the republic of Serbia, declared independence in 2008. The majority population in the country is ethnically Albanian. Earlier on Thursday, the Albanian post and telecommunications regulatory body had declared the fourth licence not valid as the rules for an international tender have been violated, but the government decided to send the case to the parliament which later passed the draft-law. The opposition boycotted the parliament session and the Socialist Party said that parliament's decision was "scandalous". The newest service will compete against Albanian Mobile Communication, Vodafone Albania and Eagle Mobile which cover around three million customers in a country of 3.3 million people.
