Top European environmental officials said Tuesday they welcome the United States' new position on climate change. After spending years encouraging the Bush administration to take action, three European environmental ministers told the Associated Press that the United States appears ready to work toward a new international agreement to reduce the greenhouse-gas emissions blamed for global warming. Sweden's environmental minister, Andreas Carlgren, said the political climate on global warming has changed in Washington. Officials from Europe, China, Japan, and Mexico have held meetings with members of Congress and the Obama administration to start preparing the foundation for a new climate treaty. Negotiations will take place in Copenhagen in December.
