Bolivia's vice minister of energy said Wednesday that President Evo Morales is traveling to Moscow this month to sign a $3 billion deal with Russia's Gazprom energy company. A Russian delegation is in Bolivia finalizing details of the memorandum of understanding for exploration and production. Bolivian vice minister William Donaire said the agreement covers development of Bolivia's natural-gas industry, creation of a regional natural-gas institute, and updates to an earlier deal that also involves France's Total SA. State-run Gazprom has more than 15 percent of the world's natural-gas reserves.
