biggest oil consuming country, Kuwait Petroleum Corporation (KPC) established a representative office in Beijing three years ago. Kuwait Petroleum International (KPI), a KPC unit that oversees foreign refinery projects, also opened its new office in the Chinese capital in 2007. The KPC has set a China-bound export target of 500,000 bpd by 2015, leaping from 18,000 bpd in 2004, the state-run firm said in August. As a symbolic event held late July, the KPC and PetroChina, the country's top oil producer, celebrated delivery of the first full cargo carrying Kuwaiti crude oil to China's largest refining base in the northeastern city of Dalian.
