Termination of service of officers who spent four years or more at the rank of lieutenant general at a time effective from the amendment contained in paragraph (1) of this decision after four years effective from the date of the amendment. The Cabinet decided to approve the establishment of diplomatic relations between the Kingdom of Saudi Arabia and the Republic of Madagascar with a representative (non-resident ambassador), and authorized the Minister of Foreign Affairs - or his deputy- to sign the protocol. The Cabinet approved appointments as follows: - Ahmed bin Hammad bin Salim Al-Balawi as Administrative Advisor at the Ministry of Finance (rank 14). - Dr. Abdullah bin Saad bin Mohammed Al-Ghamdi as Director General of Information Center at the Ministry of Health (rank 14). - Ibrahim bin Ali bin Mohammed Al-Wadi as Assistant Undersecretary for School Affairs for boys education at the Ministry of Education (rank 14).
