The U.N. Children's Fund is returning to North Korea's isolated northeastern provinces two years after the government ordered it out, AP reported. UNICEF trucks loaded with food and medicine were headed from the capital Pyongyang on Friday to the northeast provinces where the agency provided aid from 1999 to 2006. The area has been off limit to all international agencies since. UNICEF spokeswoman Veronique Taveau said the supplies include milk and 1.5 tons of food designed for severely malnourished children. The medicine aims to cover 400,000 people for three months. Taveau said the North Hamgyong and Ryanggang provinces were badly affected by floods last year and have high rates of malnutrition.
