Venezuela, Bolivia, Cuba, and Nicaragua on Wednesday signed a food-security agreement at an emergency summit, host President Hugo Chavez said in Caracas. Chavez, hosting Bolivian President Evo Morales, Cuban Vice President Carlos Lage, and Nicaraguan President Daniel Ortega, established a food-security fund with an initial $100 million. The fund was an “urgent geopolitical issue,” particularly for Bolivia, Chavez said, adding that the global food crisis “is the biggest demonstration of the historic failure of the capitalist system.”
