Wal-Mart Stores and Costco Wholesale Corporation were among the best performers, but March was another weak month for many other retailers who reported sharp declines in sales. According to preliminary figures, 17 retailers missed sales expectations, while only six beat estimates. The count is based on sales at stores open for at least a year, and it is considered a key indicator of a retailer's health.
