French Foreign Minister Bernard Kouchner and Rwanda's President Paul Kagame said that diplomatic ties severed more than a year ago can be restored through dialogue. «My visit is to work on how the diplomatic relations of our two countries can be restored and that is what I have been discussing with President Kagame,» Kouchner said after flying into Kigali, the Rwandan capital, for an hour long meeting with Kagame on Saturday evening. Kouchner left Rwanda for Burkina Faso late Saturday, the Associated Press reported.
