President Felipe Calderon replaced his top domestic security operator on Wednesday with a young, foreign-born aide who headed Calderon's 2006 campaign effort, AP reported. The Cabinet switch, the third major change since Calderon took office just over one year ago, came amid an upsurge in drug-fueled killings and violence in Mexico's northern border states. New Interior Secretary Juan Camilo Mourino, was born in Spain and received an undergraduate degree in economics at the University of Tampa, Florida. He replaced Francisco Ramirez Acuna, former governor of Jalisco state. Mexican interior secretaries have traditionally acted as the president's chief negotiator with the legislative branch, dissident groups and state officials.
