U.S. Secretary of State Condoleezza Rice on Thursday dispatched her top Africa diplomat to Kenya to promote political reconciliation and help end violence, the State Department said. Jendayi Frazer, the assistant secretary of state for African affairs, planned to leave later on Thursday for talks with President Mwai Kibaki and opposition leader Raila Odinga, department spokesman Sean McCormack said. “Secretary Rice has asked Assistant Secretary Jendayi Frazer to travel to Kenya and to meet with both of the political leaders as well as others in Kenyan civil society to see what ideas they might generate in order to find a way out of this political crisis,” McCormack told reporters, adding that Frazer would not serve as a mediator.
