The General Directorate of Civil Defense warned pilgrims against sitting inside tunnels allocated for infantry because that might hinder the pilgrims' movement inside the tunnel which in turn will lead to accidents. The Safety Awareness Programme affiliated to the Directorate General of Civil Defense distributed leaflets over tens of thousands of pilgrims that include instructions for infantry inside the tunnels. The publication urged all pilgrims not to throw waste inside infantry tunnels. It also urged them to follow instructions and emergency exit boards.
