Appointing ministers and creating new jobs contrary to the conditions stated in the temporary job system are exempted from Article A. C- During the fiscal year, it is not allowed to raise grades and ranks approved in the budget. D- Upon a decision by the Minister of Civil Service, it is allowed to alter job titles according to the requirements of job classification and rank reduction. The alteration shall be recommended by a committee composed of delegates from the Ministry of Finance, the Ministry of Civil Service and the relevant body. E- Upon a decision of the Minister of Finance, it is allowed to transfer jobs approved in the budget between the budget's chapters and branches and within the same administrative structure according to recommendation of a committee composed of delegates from the Ministry of Finance, the Ministry of Civil Service and the relevant body. Fourteenth: The regulatory bodies shall follow-up applicable regulations and relevant resolutions and instructions. Fifteenth: The Minister of Finance shall issue necessary instructions for the implementation of this budget within the rules set forth in this decree.
