examine its policies toward peace and declaring that a just peace is its strategic choice, as well as calling for Israel's full withdrawal from the occupied Arab territories, including the Syrian Golan Heights to the line of 4th of June 1967 and the land which is still occupied in southern Lebanon and bringing about a just solution to the Palestinian refugee problem in accordance with the decision of the General Assembly of the United Nations No. 194 and the acceptance of an independent Palestinian state, returning sovereign Palestinian territories occupied since the 4th of June 1967 in the West Bank and Gaza Strip, with its capital in East Al-Quds. In this regard, the Custodian of the Two Holy Mosques, King Abdullah bin Abdul Aziz, said in a speech delivered at the Arab summit in Beirut in 2002 "the Arabs when they decide to accept peace as a strategic option, they do so not from the failure or deadly weakness. So Israel is mistaken if it thinks it can impose an unjust peace on the Arabs by force of arms. However, the Arabs have engaged in a peace process with open eyes and minds. We had not accepted and we will not accept now, any turn of this process for an unconditional commitment imposed on the other party." Within the Kingdom's permanent solidarity with the Palestinian people in their ordeal and their legitimate struggle to establish an independent state on their land, the Saudi tireless efforts have directed at all levels, in order to alleviate the sufferings of the Palestinian people and strengthen their steadfastness in the face of genocide, the killings, displacements and starvation imposed on them by the Israeli aggressive occupation forces. In this context, King Abdullah Bin Abdulaziz issued directives , on the 25th of the month of July 2006, to allocate a grant of $250 million for the Palestinian people to be the nucleus of the Arab and International Fund for the reconstruction of the territories of the Palestinian Authority. "Moreover, When disagreements emerged between Palestinian factions, the Custodian of the Two Holy Mosques, King Abdullah bin Abdul Aziz, rushed to extend an invitation to his brothers -- the leaders of the Palestinian people to hold a meeting at the House of God - The Holy Mosque of Makkah, to discuss their disagreements with all things neutral and without interference from any party and access to immediate solutions to what is going on Palestinian arena." Palestinian leaders including President of the Palestinian Authority Mahmoud Abbas (Abu Mazen ); the Head of the political bureau of Hamas, Khaled Mashaal, and the Palestinian Prime Minister Ismail Haniya responded to the call and attended meetings in Mecca in the presence of a number of officials of the Fatah and Hamas movements. And these meetings resulted in Makkah Agreement, which was announced in the presence of the Custodian of the Two Holy Mosques, King Abdullah Bin Abdul-Aziz Al Saud near the Sacred House of God - The Holy Mosque of Makkah in February 2007.
