THE VIOLATOR SHALL BE COMMITTED TO COMPENSATE FOR ALL DAMAGES INCURRED BY THE FACILITY OR OTHERS, INCLUDING THE COSTS OF REPAIRING THE DAMAGE WHICH CAUSED IT AS WELL AS COMPENSATE FOR THE BENEFIT LOST BY THE UTILITY OR OTHERS. THE COMPENSATION IS CALCULATED IN TERMS OF CUBIC METER OF WATER LOST DUE TO THE VIOLATION ACCORDING TO RULES TO BE DRAFTED BY AN AD HOC COMMITTEE COMPRISING THE MINISTRY OF FINANCE, THE MINISTRY OF MUNICIPAL AND RURAL AFFAIRS AND THE MINISTRY OF WATER AND ELECTRICITY. THE CABINET ALSO APPROVED THE AMENDMENT TO PARAGRAPH (B) OF ARTICLE (13) OF THE SYSTEM OF THE PROTECTION OF PUBLIC UTILITIES TO READ AS FOLLOWS: "B- THE COMPENSATIONS AND THE AMOUNT OF THE FINE FOR EACH VIOLATION SHALL BE ESTIMATED WITHIN THE LIMIT PRESCRIBED IN THIS SYSTEM IN ACCORDANCE WITH RULES ISSUED BY THE COMPETENT MINISTER. THE DECISION OF COMPENSATION OR FINE IS ISSUED BY THE COMPETENT MINISTER OR HIS DEPUTY. AN APPEAL AGAINST THE VIOLATOR MAY BE FILED TO THE GRIEVANCE COURT WITHIN 60 DAYS FROM THE DATE OF REPORTING THE VIOLATION." THE CABINET APPROVED THE TRANSFER OF DR. HAMED BIN MALIH BIN GHAZI AL-SHAMMARI FROM THE POST OF GOVERNOR OF SABIA PROVINCE TO THE POST OF ASSISTANT UNDERSECRETARY OF THE GOVERNORATE FOR SECURITY AFFAIRS AT JAZAN REGION AND THE APPOINTMENT OF JEDAI' BIN ZEBIN BIN MAHROOT AL-HATHAL AS MINISTER PLENIPOTENTIARY AT THE MINISTRY OF FOREIGN AFFAIRS.
