conversion export refineries in Yanbu' and Jubail are planned. There were very few changes in rank from the previous year among the 100-percent-owned national oil firms. The main exceptions were Libya's National Oil Corp., which jumped three places to 22nd -- thanks to rising output, and Indonesia's Pertamina, which fell 17 places to 33rd, under reorganization. National oil companies in emerging economies such as Russia and China gained most in this year's ranking.
