THE ROYAL COURT HAS ANNOUNCED A 25-ARTICLE PLEDGE OF ALLEGIANCE COMMISSION SYSTEM. ACCORDING TO THE SYSTEM, A HOMAGE PANEL WILL BE FORMED OF THE SONS OF FOUNDER KING ABDULAZIZ BIN ABDULRAHMAN ALFAISAL AL SAUD, THEIR REPRESENTATIVES, AND TWO APPOINTEES SELECTED BY THE KING: ONE FROM HIS SONS AND THE OTHER FROM THE CROWN PRINCE'S SONS. THE PANEL, WHICH WILL BE BASED IN RIYADH, HOLDS ITS MEETINGS AT THE ROYAL COURT OR ITS BRANCH HEADQUARTERS. BEFORE ASSUMING OFFICE, THE PANEL'S CHAIRMAN, SECRETARY GENERAL AND MEMBERS TAKE THE OATH BEFORE THE KING AND VOW TO KEEP LOYALTY TO THE RELIGION, KING, AND NATION, NEVER TO DIVULGE SECRETS OF THE STATE, TO MAINTAIN THE COUNTRY'S INTERESTS AND REGULATIONS, TO REMAIN KEEN TO THE UNITY OF THE ROYAL FAMILY AND NATIONAL UNITY AND TO UNDERTAKE ITS DUTIES IN SINCERITY, LOYALTY AND FAIRNESS. IF A KING PASSES AWAY, THE COMMISSION CALLS FOR EXTENDING A PLEDGE OF ALLEGIANCE TO THE CROWN PRINCE AS NEW KING ACCORDING TO THE SYSTEM. FOLLOWING ASSUMING THE THRONE, THE NEW KING SELECTS, AFTER CONSULTING WITH THE PANEL, ONE OR TWO OR THREE AS HIS NOMINATES FOR CROWN PRINCE PORTFOLIO. THE PANEL EXERTS EFFORTS AND USES ITS OFFICES TO SELECT A CROWN PRINCE FROM WITHIN THE LIST OF CANDIDATES, OTHERWISE THE PANEL COULD SELF-NOMINATE A CROWN PRINCE OUT OF THE KING'S NOMINEES. THE KING HAS THE RIGHT TO ASK THE PANEL AT ANY TIME TO NOMINATE A CROWN PRINCE. IF THE KING HAS NOT ACCEPTED THE PANEL'S NOMINATION, THE PANEL VOTES ON THE KING'S CHOICE AND ITS CHOICE. THE WINNER OF MAJORITY VOTES IS APPOINTED NEW CROWN PRINCE. A CROWN PRINCE SHOULD BE CHOSEN WITHIN 30 DAYS OF THE KING'S INAUGURATION. THE SYSTEM STATED THE PROCEDURE TO BE FOLLOWED IF A KING WAS TEMPORARILY OR TOTALLY UNABLE TO RUN THE STATE FOR HEALTH REASONS. IF BOTH THE KING AND HIS CROWN PRINCE HAPPEN TO PASS AWAY AT THE SAME TIME, A TEMPORARY GOVERNANCE COUNCIL WILL FILL THE VACUUM WHILE THE PANEL OF HOMAGE UNDERTAKES SELECTING A SUCCESSOR WITHIN SEVEN DAYS FROM WITHIN THE FOUNDER'S SONS OR GRANDSONS. THE TEMPORARY GOVERNANCE COUNCIL HAS NO RIGHT TO INTRODUCE CHANGES TO ANY OF THE GOVERNANCE (RULE) SYSTEM, THE HOMAGE COMMISSION SYSTEM, CABINET SYSTEM, SHOURA COUNCIL SYSTEM, REGIONS SYSTEM OR THE NATIONAL SECURITY COUNCIL SYSTEM. IT HAS ALSO NO RIGHT TO DISSOLVE THE CABINET OR THE SHOURA COUNCIL OR RESHUFFLE ANY OF THEM. THE KING APPOINTS A SECRETARY GENERAL OF THE PANEL AND HIS DEPUTY. THE PANEL'S SYSTEM IS AMENDED BY A ROYAL ORDER BASED ON THE APPROVAL OF THE PLEDGE OF ALLEGIANCE COMMISSION.
