IVANOV MADE THE COMMENTS DURING A MEETING WITH IRAN'S TOP NUCLEAR NEGOTIATOR ALI LARIJANI. THE HEAD OF RUSSIA'S SECURITY COUNCIL ARRIVED IN TEHRAN LATE SATURDAY TO DISCUSS THE STANDOFF OVER IRAN'S NUCLEAR PROGRAM.
