U.N. HIGH COMMISSIONER FOR REFUGEES ANTONIO GUTERRES SAID, HOWEVER, THAT CHINA IS CREATING ITS FIRST LEGAL ASYLUM SYSTEM, WHICH MIGHT HELP TO RESOLVE THE CONFLICT.
