Japan and North Korea have agreed to hold bilateral talks from Nov. 3 in Beijing, Japan's top government spokesman Hiroyuki Hosoda said on Wednesday. The two countries agreed in September to reopen the talks, stalled since late last year, to tackle a wide range of topics, including North Korea's nuclear weapons programme and its abduction of Japanese citizens decades ago, Reuters reported.
