Two people have been arrested in connection with last month's bombing that injured 46 at an outdoor cafe in Belarus, President Alexander Lukashenko said Friday, Associated Press reported. Neither Lukashenko nor authorities identified the two men. The Sept. 22 blast in Vitebsk was second to hit the city in nine days. Police said the bomb was constructed using a beer can and metal shards and was placed on the middle of the outdoor dance floor next to the cafe. At the time, security agencies said terrorism was not considered as a motive while the Belarusian Security Council said it was considering the possibility of a criminal gang feud.
