The International Atomic Energy Agency (IAEA) should report Iran to the U.N. Security Council for breaches of its international nuclear obligations, according to a draft EU resolution circulated to IAEA board members. The draft, obtained by Reuters, asks the IAEA "to report to all members of the Agency and to the Security Council and General Assembly of the United Nations ... Iran's many failures and breaches of its obligations to comply with its NPT Safeguards Agreement". The draft also recommended that the Security Council urge Iran to grant the IAEA access to locations in the country beyond Iran's legal obligations and to "re-establish full and sustained suspension of all enrichment-related and reprocessing activity". It also asked the Council to urge Iran to "return to the negotiating process (with the EU) that has made good progress in the last two years".
