An explosion hit an oil refinery in central Russia Tuesday, news agencies reported, sending flames soaring into the sky. ITAR-Tass and RIA-Novosti said the blast at the Novoufimsky plant in Ufa, about 1,200 kilometers (750 miles) east of Moscow, occurred around 11:30 a.m. (0730 GMT). There were no reports of injuries, the agencies said. State-run Rossiya television said a fire had broken out on the territory of the plant. Viktor Beltsov, a spokesman for the Emergency Situations Ministry in Moscow, could not immediately confirm the reports.
