Spain on Wednesday became the seventh European Union country to ratify the 15-nation grouping's proposed new constitution. The constitution was ratified in Spain's Senate (the upper house of parliament) by a vote of 225 members for, six against and one abstention. The Senate vote was considered little more than a formality as the Spanish electorate voted for the constitution in a February 20 referendum. The lower house of parliament also ratified the constitution on April 28, DPA reported. In addition to Spain, Lithuania, Hungary, Slovenia, Italy, Greece and Slovakia ratified the constitution.
